Events affecting the Neighborhood
__Council passes Proposed RNC and De-annexation on May 22nd with minor amendments.
RNC and Process Discussions continue Discussions have taken place between legal representation of some of the neighbors and the City to explore the whole De-Annexation process. In addition, conversations continue on working towards a comprehensive solution that includes: - Making sure the process is correct - Want to get the RNC right so that there won't be so many arguments in the future - Concede that the HDC needs to be improved to address issues brought on by all parties - Work with the City to improve City properties - Work with City to address overall ingress and egress of the HD - Work with Cemetery board to improve Fairview If you have any other ideas for areas of cooperation, please let us know. Discussion took place Monday, May 14th to attempt to settle De-Annexation request In an effort to come to a solution regarding the De-Annexation request, the city offered discussions with representatives from the petitioners, the city, and the neighborhood. Mediator Nancy Huston acted as moderator for discussion that took place morning at a 10:00 at the Civic Center. Peter Guglielmo, as the chairperson of the Historic District Commission, has been put forth as the spokesperson for the neighborhood and Trey Schoellkopf has been chosen to be the spokesperson for the petitioners. Watch out for stressed or diseased trees. We lost an old oak in the neighborhood due to a fungus brought on by the stress of drought. Check out The Tree Page for more information. Historic District Drainage and Safety project (Kansas Avenue CIP project) HDR engineering was out on the morning of Thursday, March 22nd to look at how to put in box culverts next to or under Kansas Avenue North of 4th street down to the Creek. The ditches would be filled in to leave shallow swales consistent with the neighborhood. Per John Lothrop, this is what the remaining $1 million will be used for. Any Drainage issues for the rest of the Historic District will need to be addressed as part of the Master Drainage Plan that is currently moving forward. Main Street Implementation Plan Public Meeting held on February 29th at the Masonic Lodge, 510 East Main Street at 6:30 PM Proposals presented: •TX DoT proposed the following to League City: - 4 Lane road with median / Left Turn Lane (Click here to see diagram) - Current Road is 4 - 12 foot lanes for a total of 48 feet - Proposed road would have Outer Lanes are 9 feet, inner lanes are 10 feet - Median / left turn lane is 10 feet - Lights remain at Park and Iowa - Left hand turns not allowed at Michigan and Kansas - The city has also proposed going to one way streets within the Historic District - Add Bike / pedestrian lanes - Pair streets (Needs to be determined) - Trial basis Historic District De-annexation. RNC revisions are to be brought to the P&Z commission on Monday March 6th. Ordinance revisions for the RNC were brought before the Historic District Commission at their February 16th meeting and before Planning and Zoning on February 20th. - HDC had many suggestions and concerns with initial RNC proposal and requested more time to address issues. - P&Z has seen initial proposal and has tabled action until their March 5th meeting. - HDC is currently not slated to review final RNC before P&Z and Council consider Proposed RNC has the following changes: - Splits current Historic District into 3 zones - RNC only (North side of 7th street and 524 Kansas) - Township Subdivision - Historic District is everything else including roads - HDC would only affect Historic District, City would be responsible for other areas - City Planner and sometimes applicant would be allowed to determine appropriateness nor minor changes - Includes design guidelines for all 3 zones - Incorporates Comprehensive Plan Creekside District Fire Drill Field Chief Goudie has indicated that the funds allocated for repair of the burn building have been put on hold as they look into creating a regional fire drill field some where else in League City. Many Car Break Ins reported. Several neighbors have reported items and change missing from their cars left unlocked over night. - Remember to lock your car - Don't leave valuables in clear sight 12-7 Fire Drill Field may be moving. In discussions with Fire Chief Brad Goudie, he has indicated that they are looking at setting up a regional use fire drill field at another location. As I discussed with the Chief several weeks ago, the Fire Department has budgeted approximately $1 million dollars for the replacement of the burn building that is currently unusable. We both agreed that it made more sense to invest that money in a site that made more sense longer term. Thanks go out to Chief Goudie and our volunteer fire department. Keep up the great work. Signatures gathered and recorded so far: 67 - Historic District Residents 13 - Historic District Business Owners 11-29-2011 Dallas Salmon Treatment Plant is currently cleaning up and clearing the area behind the plant. Kenneth Farrow, a Public Works Manager for League City, stated that they are "Cleaning up the area and doing some bank stabilization to help stop erosion. After it is all cleaned up we are going to Hydro mulch the area to establish vegetation were we can mow and maintain." In addition, according to Jody Hooks, another Public Works Manager, "The City’s largest and deepest gravity trunk sewers, serving 90 percent of COLC’s service area, converge and align for entry in the area of concern, before entering the Dallas WWTP. If we were to experience a major line failure with the previous accumulation of concrete rip-rap material and other obstacles, any emergency repair effort would be unnecessarily delayed and create a city wide disruption of service. This, and associated safety concerns are additional justifications for the on-going activity. 11-2-2011 Old Bridge Pilings removed from Clear Creek - As many of you noticed, there was a barge in Clear Creek the first week of November. It removed the old pilings left over from the bridge that was destroyed during Hurricane Carla in 1961. |
